Michael McCloskey did his undergraduate studies at the University of Illinois at Champaign-Urbana. He was graduated magna cum laude and Phi Beta Kappa in 1966. He attended Harvard Law School, Cambridge, Massachusetts, graduating with honors in 1969. He was admitted to the bar in Chicago, Illinois, in 1969, and served as a VISTA legal services attorney there for two years. He was admitted to the State Bar of California in 1973, and has practiced law in San Francisco since that time.

In 1976, he became associated with Vincent Hallinan, and practiced law with him until his death in 1992. He was present when Vincent Hallinan and his son, Terence Hallinan, formed the law partnership of Hallinan & Hallinan in 1979, and has remained with the firm since then. His area of expertise is civil litigation. His trial experience includes dozens of jury trials.
