Brendan Hallinan began first practicing law in 2004 and is currently the managing partner of Hallinan & Hallinan, PC. Brendan is a fourth generation San Franciscan and third generation attorney. Brendan enrolled in law school at the University of San Francisco. In the summer of 2000, after completing the first year of law school, he founded an outdoor advertising company in San Francisco.
While attending law school, Brendan worked as the COO and CFO for both Pacific Gateway Consulting, Inc. and West Coast Outdoor Advertising, Inc. closely held sister companies which developed and operated outdoor advertising signs throughout the San Francisco Bay Area. After passing the bar exam, Brendan added in-house counsel to his responsibilities in the business which he ultimately built into a multimillion dollar business, then finally negotiated the sale of the business to a private equity firm, Flexis Capital.

In 2004, Brendan identified medical cannabis as the area of law in which he wanted to develop his skill. It was a unique opportunity in that it was consistent with his values of entrepreneurship, social justice, and his strong belief in drug policy reform. Additionally, it was a fascinating and innovative area of law that had tremendous potential for dynamic development. The opportunity to participate in the creation, from the ground up, of a new licensing and oversight infrastructure, drew Brendan to the industry.
He was able to enter into the field by using his expertise in obtaining land use permits to process permits for medical cannabis dispensaries. He worked on over a dozen successful permit applications between 2004-2006. It was during this process Brendan recognized that there was a need for legal specialization in medical cannabis compliance law.
Brendan is a supporter of the United Playaz Youth Violence Prevention Center in San Francisco and volunteers as a youth sports coach for the CYO and fundraiser for the San Francisco Seahawks Pop Warner football program. In 2015 & 2016 he spearheaded a series of gun buy-back programs in the San Francisco which collectively took over 600 firearms off the streets. Brendan is also a financial supporter and fundraiser for many charitable causes, including The Military Support Fund which provides financial assistance for veteran health care, the San Francisco firefighters’ cancer prevention foundation, and Parents 4 Pot.
Since 2006, Brendan has an unparalleled record of success, entitling on average three new dispensaries per year in Northern California. In 2014, Brendan successfully entitled the first storefront dispensary in the Financial District of San Francisco. In 2015, Brendan received a full on-site consumption lounge for a client in downtown San Francisco followed by the permitting of 16 delivery service licenses in a single building, a first of its kind anywhere in the country. Additionally, since 2015, Brendan has entitled three concentrated cannabis manufacturing facilities and over 50,000 square feet of licensed indoor cultivation space.
